The International Certificate of Competence (ICC) is a globally accepted sailing license required by most countries, particularly in Europe and other regions. To obtain an ICC, one must be a certified ASA sailor with at least ASA 101, ASA 103, and ASA 104 certifications, which can be obtained through local ASA schools. Qualified sailors can then complete the ICC application and notes.

Most IYT Partner Schools are approved to offer the ICC certification to their students, but verification should be done with the school where you choose to train or on the IYT website.
To earn the ICC, one must demonstrate competence in the subject matter covered by the three courses. Both ASA and US sailing offer a faux ICC called an IPC (International Proficiency Certificate), which is their 104-day course. What do I need for ICC?

Do I need an ICC?

Just what you want to hear when you’re looking to charter a yacht for that holiday in the Med right? Don’t worry, as long as you know how to competently sail a yacht obtaining an ICC is relatively simple in practice.
Strictly speaking, only a handful of the 56 UNECE countries have formally accepted Resolution 40 and the ICC, but in reality most European Nations (and charter companies) will accept the ICC from charterers operating a pleasure craft in coastal waters, non-commercially.
What is the ICC in sailing?
An International Certificate of Competence (ICC) is a certificate that may be issued to anyone who has successfully completed certain national boating licenses or has passed an examination to prove the necessary competence for pleasure craft operation. ICC is the only sailing license approved by United Nations as a legitimate recreational sailing license.
Persons wishing to be tested in the United Kingdom need to be tested by an approved ICC test centre.
Although only guaranteed to be accepted in countries that have adopted the relevant UN Resolution, the ICC is a useful document to carry and will generally be accepted when proof of competence is required.
Is day skipper equivalent to ICC?

What is the US equivalent to ICC?
Since it isn’t easy for a US-based sailor to obtain an ICC, the ASA has an agreement with Mediterranean charter companies to provide a certification similar to the ICC called the International Proficiency Certificate (IPC).
That is a question that charter companies will ask when deciding whether or not to put you in charge of your own vessel.
In the Caribbean, charter companies will often use your ASA logbook, certifications, and sailing resume as evidence of your sailing experience.
In the Mediterranean region, the situation is a bit different and you will most likely need an International Proficiency Certificate (IPC) to charter your own boat.
How much does a ICC cost?
If you hold any of the certificates listed above, you can apply directly to the RYA for an ICC, by submitting a copy of the ICC application form along with a copy of your certificate. This is free for RYA members and £55 for non members.

If you are intending to take a boat through the European Inland Waterways system, i.e. canals, rivers, lakes etc. applicants must have passed a test called the CEVNI (European Inland Waterways Regulations).
Why does the US not accept the ICC?
United States participation in the ICC treaty regime would also be unconstitutional because it would allow the trial of U.S. citizens for crimes committed on U.S. soil, which are otherwise entirely within the judicial power of the United States. The Supreme Court has long held that only the courts of the United States, as established under the Constitution, can try such offenses.
This statement refers to several issues. The first is the trial of U.S. citizens by the ICC and implies that the Court does not have the power to try Americans for crimes committed on U.S. territory. The second refers to due-process issues.
Critics argue that, because the U.S. Constitution permits the creation of only one Supreme Court, participation with the International Criminal Court violates the U.S. Constitution. However, the Court is not a creation of the U.S.; instead, it functions internationally. Further, the U.S. has participated in various international courts including the International Military Tribunal for the Far East, the Nuremberg trials, and the tribunals for the former Yugoslavia and Rwanda.
