When Did Ghana Create Its National Tourism Development Plan?

The Ghanaian Ministry of Tourism, with financial and technical support from UNDP, UNECA, and UNWTO, has developed a successor National Tourism Development Plan (2013-2027) to provide further support for the country’s tourism sector. This plan builds on the success of the first 15-Year National Tourism Development Plan, which was first produced in 1975-1990 with financial support and technical assistance from the Danish government. The Tourism Development Project is currently being implemented by the Ministry of Tourism, Arts and Culture (MoTAC) with funding from the World.

The plan, which takes effect from 2013 to 2027, was designed by a team of local and international consultants to replace the old 15-year national plan. The shift in thought about tourism’s economic role within a country can be traced through the historical eyes of successive national economic development plans.

Ghana first produced a 15-Year Tourism Development Plan (1975-1990) with financial support and technical assistance from the Danish government. The Government of Ghana committed itself to a planned approach to the development of the tourism sector through the implementation of the Integrated Tourism Development Programme, which culminated into the preparation of the 15-Year National Tourism Development Plan (1996-2010).

The National Tourism Development Plan (2013-2027) aims to increase tourism arrivals and improve the country’s economic development. The plan is based on the historical trajectories of development of tourism policy and planning in Ghana using the “Development First” and “Tourism First” frameworks.
