Royal Caribbean Group’s quarterly results show that the company, including Royal Caribbean, Celebrity, and SilverSea, had ships sailing at an average capacity of 59% in Q1 2023. However, this figure does not necessarily mean that all ships are restarting with reduced capacity, either by government mandate or through voluntary caps ranging from 30 to 50%.
The Icon of the Seas, which currently sails at a 132% load factor, is resonating well in the family cruise market. However, it is unclear how many people would be onboard its first revenue sailing around the Mediterranean. As the cruise industry returns, Royal Caribbean International has already operated cruises at the important 100% occupancy mark, meaning a full ship with two guests in each Global Cruise Line will bring back the full fleet by Spring 2022.
The number of passengers carried by Royal Caribbean Cruises increased sharply in 2023 over the previous year, exceeding pre-pandemic levels. Over half of Royal Caribbean’s cruise ships were built in the last decade, and 17 ships have carrying capacities of more than 5,000 passengers and crew. Executives said that Caribbean sailings remain most popular, hitting 55% of Royal Caribbean’s deployment for this year.
The Allure of the Seas 7-night sailing has around 2,700 passengers onboard, while Odyssey of the Seas is 167,704 gross tons and has a guest capacity of 4,198 at Wave Season, the annual cruise booking promotional extravaganza.

If you’re already booked on that cruise and see that there are open higher-category rooms than what you’ve got booked, contact the line or your travel agent to see if there are any upgrade offers open.
It’s more difficult if you’re not already booked. If you see lots of empty cruise cabins, you can try contacting the line to see if a sales rep or a travel agency will offer you a good deal. Chances are high, however, that if no sale is advertised on the website, you won’t be offered a discount.

Cruise ships are large passenger ships used mainly for vacationing. Go online and create a mock booking. Before your cruise departs, you can head online and recreate your booking. This will tell you whether certain cabin categories are sold out, as well as a rough estimate of how many rooms are available within each.
Let’s take this sailing onboard Carnival Freedom which departs on November 11, 2023. At the time of writing, the website indicates that all interior and ocean view rooms for this particular sailing are sold out. While this doesn’t reveal how many people will be onboard, there are only two categories of rooms with availability!
Of course, you can also check a third-party website, too, such as Expedia, Cruises.com, or CrusiesOnly.
How many people are typically on a Royal Caribbean cruise?
Royal Caribbean’s smallest ships are a half to a third smaller than the Oasis Class and Icon Class vessels and lack many of the above features. They have a much more intimate feel, at least in the pantheon of relatively big, mass-market ships, and they hold far fewer people. While Oasis Class and Icon Class ships can hold more than 5,400 passengers at double occupancy, the line’s four oldest vessels (known as the Vision class) are only designed to carry about 2,000 passengers at double occupancy.
Royal Caribbean’s smallest ships are a good choice for someone who wants to try Royal Caribbean but isn’t eager to travel with huge crowds.
