The simple answer to this question is because there is a 1830s law on the books that states that foreign-flagged ships are not supposed to transport passengers from one U.S. port to another without stopping in a foreign country. The law was established to protect U.S.-flagged cruise lines, unfortunately the law is outdated.

Why are cruise ships not stopping in Key West?

As stated by@1025cruiseabove, it arose from a court ruling involving a casino boat in Florida. DHS really had no choice in the matter…the courts mandated it.

My personal thoughts on the Cruise to Nowhere is that they fit a need for a certain type of cruiser, not me, those that really just want to get on a ship and taste the fun of it all and then get on back home.
