Visited Azerbaijan last month (April 2024) from UAE. Spent 3 nights and 4 days at a 4-star hotel (old city, great location) and took 2 full-day and 1 half-day tours. The total cost (door-to-door) was approximately AED 1,700 (in Apr 2024 that is approx. PKR 130,000). I agree that 4 days is more than enough for Azerbaijan. Also, the Gabala tour (which costs 90 manats) is rather overrated and can be avoided. Do try to stay in the old (walled) city or near Nizami Street. Avoid main road restaurants and go for side ones while street food is very cheap (3 manats for a shwarma). Do try local food as it is great but their Pakhlava (which they will tell you is better than Turkish Baklava) is not so good. Try to walk from Nizami Street to Hyder Aliyev Center (Zaha Hadid designed) through the back streets and you will see the real Baku and get better deals, not just the tourist road. Above all, please be respectful of the locals and be good ambassadors of Pakistan.

Overall I agree with what you just said except for scammers. Taxi drivers are the biggest scammers When I arrived in Baku back in 2018, I had USD and as airport exchanges are not good with conversion rates(currency exchange) so I thought I will manage taxi in USD and then convert my USD/AZN in the city. so we may be agreed at 40 manat that time and when we arrived at hotel and I was giving him conversion of 40 manat in USD. He started arguing that we agreed in USD and then he was pretending that he dont know english. However at the airport I cleared asked him twice 40 manat right? he was like “yes yes 40”. Also tour guides can scam there, he booked me a local bus to gabala sheki for 70 manat when I asked other passengers in the bus later they said they charge 37 manat for this. Well trip was really nice – It was a solo trip and i was travelling out of the country for the first time (all alone) but it was really a great experience travelling alone, meeting local people & “knowing new you” without being judged for anything
