Proper travel documentation is required at embarkation and throughout the cruise. Even though a guest has completed registration using Online Check-in, it is still the responsibility of the guest to present the required travel documents at the time of embarkation. Guests should check with their travel agent and/or government authority to determine the travel documents necessary for each port of call. Any guest without proper documents will not be allowed to board the vessel and no refund of the cruise fare will be issued. Carnival assumes no responsibility for advising guests of proper travel documentation.
Except where it is a mandatory requirement, Carnival highly recommends that all guests travel with a passport book. The passport book must be valid for at least six months beyond the completion of travel. This will enhance the debarkation experience as delays may be expected upon return to the United States for those without one. Additionally, this will enable guests to fly from the United States to meet their ship at a foreign port should they miss their scheduled port of embarkation and allow guests who must disembark the ship before their cruise ends, due to an emergency, to fly back to the United States without significant delays and complications.
For cruises that begin and end in the same U.S port, the following WHTI-compliant documents are acceptable for cruise travel. Please note that if the cruise visits Colombia or Greenland, a passport book(valid for at least six months beyond the completion of travel) is required. A passport card with the same validity is also acceptable for cruises to Colombia.

Does Carnival check ID?
I think you might have misread Carnival’s information. Either a passport OR a birth certificate and a valid photo id is required at check in. We have only used our passports since we started cruising in 2000.
I am reading the line “in addition to proof of citizenship” to mean you need passport AND state issued ID. Sounds like passport will be sufficient based on thread feedback.
Carnival highly recommends all guests travel with a passport. Although a passport is not required for U.S. citizens taking cruises that begin and end in the same or a different U.S. port, travelling with a passport may help to expedite your CBP clearance upon return to the U.S. Additionally, passports are required in the event you need to fly from the U.S. to a foreign port should you miss your scheduled port of embarkation, or need to fly back to the U.S. for emergency reasons.
The Western Hemisphere Travel Initiative (WHTI) allows U.S. citizens (including children) sailing on cruises that begin and end in the same U.S. port to travel with one of the WHTI compliant documents, listed below. Additionally, the same document requirements apply when taking a cruise that begins and ends in a different U.S. port.

- From the ‘To Do List’, select ‘Online Check-In’ and complete the following necessary information: Guest Information, Travel Documentation, Travel Plans, Arrival Appointment, Onboard Expense Account, Cruise Preferences and finally accept the Cruise Ticket Contract.
- The registration process can be done within 14 days prior to sailingand no later than midnight (eastern time) prior to the sailing date. if you do not complete the Online Check-in prior to this time, it may result in delays at embarkation.
- Once the check-in process has been completed, a boarding pass can be printed for each guest to bring to the cruise terminal along with their electronic cruise document. On embarkation day, a boarding pass will be emailed to your email address that is linked to the reservation profile, whether Online Check-in has been completed or not. At embarkation, you may show your printed boarding pass or the boarding pass on your mobile phone.
- A guest with an ‘Incomplete’ status will be subject to a full registration process at the cruise terminal.
