Kayaking is a popular activity in many states, but it is not allowed anywhere. The federal government and supreme court have established that kayaking is legal anywhere, but there are exceptions and specific requirements depending on the location. You can kayak in all federally protected areas, rivers and lakes part of National Parks or Recreation Areas, and some state parks. However, you cannot kayak just anywhere due to environmental protections and private property restrictions.
You can kayak on any type of water, including flat water like lakes, ponds, pools, rivers, creeks, and oceans. You can carry your kayak along public highways, footpaths, or over private land to reach the beach. Navigable waters are open to everyone, and kayaking can be done alone or with friends. California allows kayaking anywhere in the state without a permit, but conservation laws may limit where you can launch your kayak.
Swimming areas are prohibited unless your kayak is a beach craft. Kayaks, canoes, and paddleboards do not need boat ramps, and you can launch from any permitted access. Keep your vehicle off the waterway and ensure to keep your vehicle off the waterway.
