On Norwegian Joy, cigarettes, electronic cigarettes, and vapor smoking devices are permitted on deck 16 mid-ship, starboard side. On Norwegian Encore, cigarettes, electronic cigarettes, cigars, pipe smoking, and vapor smoking devices are permitted in public areas throughout all ships. Smoking is not allowed all over the cruise ship; there are few designated spots where smoking is freely allowed without restrictions.

From November 1st, Norwegian Cruise Line is expanding its no smoking policy to prohibit smoking on balconies and all public areas. Dedicated outdoor areas are assigned to smoking. Cigar smoking is permitted in designated cigar lounges, but guests are not permitted to smoke cigarettes, e-cigarettes, cigars, or pipes in staterooms or balconies.
There is no maritime law about smoking on balconies, but rules vary by cruise line. Some ships do allow smoking in the casino, but smoking is not allowed in any inside space, be it public or private, including devices such as e-cigarettes. Lemonade, iced tea, a limited selection of juices, chocolate and regular milk, tap water and standard coffee and tea are free of charge. You can get these complimentary beverages in onboard restaurants (including the buffet) and in some bars and lounges.
Alcohol, soda, specialty coffees and drinks and other premium beverages cost extra. Norwegian Cruise Line offers four drink packages that let passengers pay a flat daily fee and get an unlimited amount of the included beverages.

Also, some countries and ports of call have their own smoking regulations. For example, many Caribbean countries have banned smoking in public areas, including beaches and parks. Passengers should be aware of these regulations and comply with them to avoid any fines or penalties.
Are there any cruise ships that allow smoking on balconies?
If you’re looking to light up on your trip, the cruise lines with the least restrictive smoking policies allow passengers to smoke on their cabin balconies. These include Costa Cruises and Fred. Olsen Cruise Lines. (Fred. Olsen also permits passengers to use vaporless e-cigarettes in their staterooms.) Carnival Cruise Line and Princess Cruises don’t permit smoking on cabin balconies but do generally allow it in sections of their ships’ nightclubs and casinos.
If you’re a nonsmoker, however, and would prefer to sail on a nearly smoke-free ship, the lines with the most restrictive policies include Azamara, Celebrity, Disney, P&O, Ponant, SeaDream, Viking Ocean and Windstar each of these companies only permit smoking in limited outdoor areas on deck.
