For healthy reefs filled with sea fans, there are some decent snorkeling spots at Little Bay, which is accessible but not as good as the beach at Shoal Bay East.
To enjoy snorkeling in Anguilla, it is essential to choose the right time of year and select snorkeling-friendly accommodations. Shore snorkeling from beaches like Shoal Bay in Anguilla is not exceptional unless you are willing to swim a long way out to the barrier. You can snorkel from shore at Upper Shoal Bay and Junks Hole, or take a boat out to Little Bay.
