Can Frigate Transfer To New City Civ?

In Civilization VI, a Hero with a range of 3 is allowed to fire over obstacles, but another unit must be present as the forward observer. Battleships have a range of 3, and frigates or siege weapons can be promoted with the range promotion. To transfer to another city, the Hero must stand in the city center and select another city center. Traders give their benefits mostly to the origin point, so use the relocate to a new city button instead of choosing a route from where it is currently located.

Frigates can farm 1 xp per turn per frigate, but it is better to move on for them honestly. You need either a land unit or, if the city is coastal, a melee naval unit, galley, or caravel. The Frigate is a Renaissance Era naval ranged unit in Civilization VI that upgrades from the Quadrireme. In the Gathering Storm expansion, the Frigate is the dominant vessel of the Renaissance Era, the pinnacle of sail-based military technology.

The British Royal Navy declared a frigate as any full-rigged rated ship carrying at least 28 guns on a single continuous deck. However, frigates are ranged ships and cannot take cities because they cannot melee attack. One ship and one land unit can take cities with just three units (artillery, artillery, etc.).

To move a great admiral, you need a city on the coast. Barbarians on the coast usually skip Galleys and move straight to Quadriremes. Settlers and Workers in Civilization 5 do not directly reduce population in the city they are in.
